Next best option, in my opinion, would be an OSSC paired with an HDMI to VGA converter (also lets you use 15kHz and interlaced content by line doubling), assuming you have the budget for it. Don't confuse these with the more common RGBS->YPbPr (SCART to component) converters, as these won't do what you want. I think the cleanest option would be some sort of YPbPr->RGBS transcoder, like a Kramer FC-4040 or FC-4042, but these are unobtanium nowadays.
If you can't use or wait for a WiiDual, or you don't want to or can't mod your console, you have a couple options. You can then take that RGBS and run it through an RGB interface to get RGBHV, which you can hook directly into your monitor with a BNC to DE-15 (VGA) adapter (but, of course, 480i content probably won't work without a scaler in between).
If you can wait, and you have an RVL-40 or RVL-60, I think the best solution to your problem is the WiiDual mod board by citrus3000psi, which can get you RGBS output. If it supports sync-on-green, you'll end up with a mostly green image (because you're putting the majority of the image data, luma, on Green) otherwise, you'll get no image, because there's no sync signal. However, chances are that your VGA monitor does not support YPbPr. In the rare chance that they do support YPbPr through their VGA port (Not sure if this is even a thing I'll have to check if this is supported by my Dell U2410, which has a dedicated component video input), which you'll probably have to verify by finding and reading the manual, and you are correct that Y goes to Green, Pb goes to Blue, Pr goes to Red, and the sync lines are left unpopulated. In my experience, VGA monitors generally don't support YPbPr. By default, the cIOs used by loaders is slot 249. (this cIOS in the one used by the loader, not the games) Then check Settings > Loader settings > Game IOS. (This bit previously and incorrectly assumed that PAL Wiis cannot output YPbPr thank you Makinx for the correction.) Go to the settings > credit, look at the top right. All my games worked fine on CFG USB loader, but for some reason the PAL games on USB Loader GX are black.and white. Movie playback is disabled to avoid the freezing, press X to skip the black screen during the Ending Movie and opening intro (it could be turned off in the settings).
